I can't soon, I need free time for that. But I think, it can't be probably much different with your results test. And for better result, it need remake and edit that for match with Leon and that need much time and I can't say when I can do it completely. But you can post picture of your test, so I can know more about your request (to thinks about it's possible I make any difference with your test or not)
I don't know about NPC ID because the option to Replace NPC to Default Leon uses Trainer Tools I have other character samples if needed Chainsaw ID : cha700_00 > Second ID : chb5 >chb500

sorry I'm forgot say, I can't not convert any series to other, because I can't do it without permission of original maker of mod, So your request must be of one series, such as just RE2R or RE4R or etc. So I can't have public release for them, but if you want you can request them by private with this mail: "[email protected]" but if you tell to original maker of mod, and original maker put me message to permission for them, it's ok. Also if there is hurry for get request, that not will be free, and must pay for them if you want.

When you equip the jacket, the game won't display the knife and unfortunately I can't set it on the jacket. And for this need to match a long coat instead of a short coat, do you want this? (That is, completely remove the short coat from the mod.)
