Is there any potential solution to the ladder some reason just being stood entirely upright, not up against the cliff, and unusable? (No interaction prompt to climb it)
Looks like something conflict with this mod, try uninstall all mods, hit re-read game archives and install this mod again. Tried it just now on clean game and all works.
Fendixquisite, I’ve saw video about that location, there was speculations it be used for Separated Ways but they used different game path so this was unused for Leon play playthrough.
