If you think it's weak, then you've obviously never beat Legendary. Or even Heroic for that matter. It isn't hard to figure out to use the charge shot to take down the shield then one shot the Elite with a pistol or battle rifle. The basic shots work well against grunts too, and since they often carry them you're constantly getting more "ammo".
