Este Tipo de mod esta bien si también se les cambia el nombre y la voz, ya que no tiene sentido que juegues con Alicia y la llamen Jill igual que la voz si se puede hacer eso estaría increíble
working for me, had the same problem as you but only when using jill default costume, once i switced to jill classic costume the full outfit works (head+dress) using the latest non-rt version. tested it today.
Extract the file with Winrar or 7zip. Click the folders until you reach 'player' folder. In 'pl2000' delete 'pl2001' (this is where the head is). In 'pl2700' and '2900' again delete the folders which end in 1. Now you can install only the dress.

Possibly Blue recolor as well? I always associate Blue for Jill ^^
