Blender for the meshes. Noesis to convert them into RE Engine Format using a certain plugin you should be able to find on the Resident Evil Modding Boards.
Optionally 3DS Max(if you want to pay for it) can be used for both processes but the options above are the one I am using commonly, since they're free.

Any chance you could do one for the Jason Goes to Hell model from the same game? It's my favorite Jason design. :) It'd also be pretty cool if you could shoot the mask off like Mr. X's hat, not sure if it'd be possible to replace the hat model and texture with the mask's and then adjust the hat's position?
About Part 9 Jason...maybe some time later, when things on my end calm down. Right now I'm in exam phase that means that I may not make any new big mods for the time being.
The idea with being able to shoot the mask off is a great idea. If my vision of it proves to be compatible once I get on it, I'll implement that idea. It appears as a small addition I could make in the next days, shouldn't be taking much time.

The mask is replacing Tyrant's "hat" but only if the normal version is applied.

The reason is that it would look weird because of super tyrant's weapon but it may be possible nonetheless.
Maybe at some point I'll provide a version to also replace the super tyrant but I can't guarantee it.
