Launch Fluffy MM and reread mod archives if you need. When you load in, check the models. If you see the outfit itself has swapped but still see the Bandana...don't panic. Its working. Load into a save file as Claire, and the bandana is gone. Random thing I've noticed with a lot of RE mods where the model viewer of the characters don't fully update and show. Just took the following screenshot minutes ago. Ignore how Claire isn't looking at the camera. She's being shy.
Note: I'm using google translator, sorry for any spelling or writing errors
2nd warning - the game will be reinstalled when doing this (don't worry you won't lose your save game)
First open steam, go to library and search for Resident Evil 2.
After that, right-click on the game and go to "Properties".
Then click on "Betas", click on the first option and select "dx11_non-rt - dx11_non-rt".
The game will download again.
When the game finishes downloading, open it to complete the installation;
Now install modmanager and the mods you have, and the mod will work perfectly.

btw I gotta use it with the "normal hair for military costume" mod to remove the bandana
For some reason, the "drag and drop" technique doesn't work with this file so you have to manually put it into Fluffy's "mods" folder. I'm assuming it doesn't work because it's not a "rar" file.
