I have just found a fix for the mod not working for me personally, check that you have no other mods changing (loot_items_matrix.meta). This conflicted with Kiddo's loot overhaul mod and stopped this mod from working. I just overwrote the (loot_items_matrix.meta) from Perfect Pefect Pelts into Kidddo's mod and now all works flawlessly! Hope this help anyone else.

Would love to see one that just requires a headshot with any weapon to get perfect. For the sake of immersion, it makes complete sense if you are only talking about a pelt. Nothing drives me quite so batty quite like shooting a fox in the head with a varmint rifle to watch it run off. So in a perfect/realistic world, I could shoot a fox in the head with a large caliber and get perfect, but a body shot would make it poor for instance. This seems to be the best middle ground because I hate the way Rockstar ignored ballistics and reality to such a degree it makes me feel embarrassed for them....
It was pointed out to me that people in the community have been discussing a problem happening for people playing with modded texture files or steaming files such ytd files from mods that change clothes, or terrain... etc. The problem described is surprisingly the exact same problem people here reported to be caused by this mod, and I was never able to replicate it. Basically animal spawns breaking and getting reduced or no longer spawning at all.
There is a strong chance people who experienced this bug were using texture mods but they noticed the problem when they went out to test hunting after they installed my mod and ofc made the association with Perfect Spawns instead, which I mean makes sense honestly. This would explain the inconsistent reports of some people never experiencing the bug, while others experiencing it with any variant of the mod.
If anyone reads this, and you are experiencing the issue, try to temporarily un-install any files that use the stream folder, and see if the problem is fixed for you or not when using my mod, and report back your results so we'll know.
Note: I only learned of this thanks to user khorvair who explained this whole thing and pointed me in the direction of people talking about it.
Thanks for the mod. It always bothered me the fact that shooting a squirrel in the head with a 22 ruins the pelt. So dumb. Gotta use a tiny arrow. Has Rockstar ever shot a squirrel with a 22? (Obviously not)
Not sure if this will make any difference, but worth trying out. I made this since there were reports of the "Perfect Spawns" file still spawning one or two star animals. This should negate such issue.
I noticed that some animals, mostly the legendary ones, don't have the quality probability elements. So I removed them from all the animals, minus the "poisoned" versions since in my opinion those absolutely should remain "poor." I also didn't touch the regular or potent bait ambient sets. I figured for balance purposes, if you're using bait to attract animals instead of searching yourself, you should only get two-star animals, and if you want to attract three-star animals, than you have a reason to craft potent bait. If I edited these, then potent bait would be totally useless.
In my short test, the file works. All wild animals that spawn do not have any star rating--similar to when spawning animals with a trainer. But they are technically "three stars." With a vanilla loot_items_matrix file, using the correct weapon to kill these animals yields a perfect carcass/skin. Using the incorrect weapon yields in a "good" or "poor" carcass/skin.
In my opinion, this is a good balance between hunting in RDR1 and the hunting mechanics in RDR2. No more relying on chance, hoping a three-star animal spawns, but you need to use the proper weapon still to obtain a clean kill. If you're "lazy" and use bait, you attract two star animals like in the vanilla game. If you put the effort in to craft potent bait, you'll attract three-star animals like in the vanilla game.

I noticed using an elephant rifle always guarantee a 1 star no matter if it's a big or small animal. Elks and bears always become 1 star. Can this be fixed?

After the archive is opened, then you place the "Perfect Pelts" folder into the lml folder in the RDR2 directory. That brought the mod into Lenny's Mod Loader application, where you can enable or disable the mod.
Im wanting a mod that makes all animals spawn as three stars, or no one star spawns. Im sick of spending far too much time trying to study every animal (because _ _ _) or just getting too much damn 'poor' animals.
**Theory** I took a quick look at the ambientpedmodelsets.meta, i see why the Perthect spawns was breaking the spawns,, as usual this game is coded to work one way and will probably break if you change it or change has big limits. * It seems the game has different chances to spawn the qualities of pelt by place, time, weather,, ? * this mod sets 1* & 2* to 0.0 chance, and 3* to 1.0 chance, So when the game decides it should spawn 1 of 1*, 3 of 2*, 0 of 3* in a deer herd, then none will spawn. ?
Interesting. I wish there was a solution because it is, by far, the better version of this mod. That's the one I wanted to download, but now I have to pass.
Try the mod for yourself you might not have problems, the most likely cause of spawns breaking for some people is due to a previously unknown bug that happens when you stream assets (ymt files) through Lenny's Mod Loader, it very very likely never had anything to do with my mod whatsoever.
