Based on TheRealJohnModding's Pardon Letters Restored. But make the letter appears 100% in NPC pocket.

Turn in Pardon Letters to post offices to instantly clear bounties, lockdown and wanted zones. Note that New Austin and parts of West Elizabeth will still be locked as Arthur. The prison and Fort Wallace will always have a redzone around them.
Where to find/obtain Pardon Letters
You have a 100% chance to obtain Pardon Letters from looting gang enemies, law men and bounty hunters.
You can loot them from the following gangs:
- The O'Driscolls
- Lemonye Raiders
- Murfree Brood
- Skinner Brothers
- Laramie Gang
- Del Lobos
- Night Folk
- Walton Gang (Ambient Gang required)
- Bollard Twins (Ambient Gang required)
- Bill's gang (Ambient Gang required)
- Dutch's gang (Ambient Gang required)
- Treasure Hunter's gang (Ambient Gang required)
Installation:
- Put "Pardon Letters" folder into your LML folder
- Put "PardonLetter.asi" into your RDR2 root folder
Incompatibilities:
- Any mod that edits catalog_sp.ymt, unless a merge is made available.
- Any mod that edits pedestrians loot table.
