Increases the 16 character limit on horse names

This mod increases the 16 character limit that Rockstar put on horse names. This mod increases that limit to 63 characters, and also now supports numbers and special characters. The profanity filter has also been removed.
Note: The max amount of characters is 63 because of Rockstar's "TEXT_LABEL_63" string data type for the game scripts. This means any string longer than 63 characters will just get truncated due to that data type. There is no way around this.
