It works for the GOG version, I don't have the Steam version, so I couldn't test this. For the original Rebel Galaxy it seemed to be necessary that the date of the mod's PAK file was later than the date of the original PAK file. Maybe this is also necessary for Rebel Galaxy Outlaw.

Of course, the original Rebel Galaxy had only one .PAK file, so you would need to adjust accordingly. It may also be the case that the mod file needs to follow the DATAXX.PAK naming scheme for the Steam version.
Hm yeah, it could be a date issue then. Try to set the date of the mod pak file to today with copy /b x99_Improved_Tractorbeams_sp00n.PAK +,, And please report back if it worked.
