Does it come with a PMAG? If not can you make one?

By default: no. However I have learned how to do magazine swaps. Once the big upcoming RoN update comes out, I have a lot of plans for new mods, SR16 PMAGs being one of them.

Make a mod that changes the M4A1 markings to the real thing and make add an optional darker skin

You're in luck as someone kind of made this already

I used to use this mod in the past, very nice and looks good in game. Author has a tan and black version.

The mod I currently use as a M4 replacer that is also really good

There is a mod for M4A1 yes but it's unfortunately low quality and too shiny,  your textures are really good so if you could make your own version it'd be awesome.

I don't know why, but it doesn't work for me. I downloaded the "Lime SR16 Black" version and put it in the "Ready or Not / Ready Or Not / Content / Paks" location. When I use / equip the rifle, it still shows the games standard SR-16. I have the standard version of Ready or Not (not the Supporter Edition)... could that be the issue?

Supporter edition shouldn't affect this. Are you sure it isn't working? Because the Black version is basically just the base game SR16, but with subtle branding and a slightly darker black color. If you want to troubleshoot this a bit, I would say try using the "FDE" version. If the FDE version works, the Black one probably is working too, but it just looks like it isn't as the changes are very subtle on the Black version.
