See the description tab for a list of what this mod does, but in short, it let's you hunt those terrorists on Club, Hospital and College without mercy (no point loss for kills). Also applies to all the other maps. I won't tell if you don't.

While the main versions disable point gain for zipping up weapons, they do not disable your ability to zip them up. What this means is that you no longer need to find every weapon for the map to autocomplete, and the game will simply subtract the weapon points from the maximum point value. It will be like the weapons never gave you any points at all, and you can attain S rank without zipping a single one.
Main Versions:
No Mercy for Terrorists - Removes all penalties for shooting suspects, as well as points from zipping weapons. See paragraph above.
Justified variant added with a more realistic twist for police. Preserves ROE, but doesn't penalize you for suicide by cop. Unauthorized force penalties still apply if you execute those who surrender or are unaware. No need to sweep weapons for points here either.
No Maid Service - this version only disables points from evidence collection (weapons), but you can still collect them. Does nothing for ROE.
Special Variants of the main versions:
Maid variant- this variant is the same as the main file, with points from evidence collection re-enabled.
Points Rebalance - Custom or Vanilla point gain for report/arrest, need all suspects alive for S.
Optional Addon (also works standalone)
WANTED: Dead or Alive optional addon for changing the mission objectives to arrest High Value Targets (HVTs). You no longer need them alive if you add these files. One per map, you can use the ones you want. This is the only file compatible with all others.
Note: known issue where you lose the points for neutralizing them if they bleed out or are shot AFTER you already reported them. To avoid, wait a few seconds before you arrest/report them if they are bleeding.
Glossary HVT - High Value Target (named suspect with their own 500 point primary objective) ROE - Rules of Engagement (use of lethal/nonlethal force)

Known issues with the base game (not the mod) See this link to the Steam forums. Currently there is a bug (with the GAME, not the mod) where suspects may drop invisible weapons when apprehended. These weapons can still be picked up by SWAT AI teammates, but players will not be able to see them. I've heard this bug mostly applies to knives, so maps like Meth/Dorms will be most affected. This may cause sad times if you are using one of the maid variants. Until this is fixed, don't use the maid variants in Coop if you care about score/autocomplete mission.
Please stop asking me for a mod to kill civilians without consequences. You might consider therapy instead ;) It would break the 500 point main objective "secure all civilians" and fail the mission anyway.
On vacation from July 6th to 10th and again at 15th (yes, patch day) to 23rd.
I will be in different countries during these times and have no access to a PC. Any required updates to mods will have to wait until I am back. Unfortunate timing, but I'm not paying 25k to reschedule around a patch :)

Nice to see this mod still works! Vanilla RoE is dreadfull.
That's exactly what I want. I know it's unrealistic for someone to just start executing surrendered criminals, but it's even more unrealistic for your team mates to kill you for the sake of some scum bags.
IKR. Even TOC says to them, "your team lead is acting in good faith. Let him proceed," when you kill surrendered terrorists in Neon Tomb, but they shoot you regardless.
This mod adds AI swat to co-op, but also removes them turning on you for doing anything against ROE in co-op or solo. I haven't tested it since today's update to confirm whether it's still working, but it's at least not crashing the game so far.

Sorry I'm new to the game and didn't understand completely, with this mod (just main file) will I get S rank no matter what? Or does this change only the fact that I don't need weapons packed for finishing the map + that ROE considering suspects is expanded? Simply put, I still can get lower ranks for failing something, right?
Justified Kills - Point Rebalance 20_45 - unfortunately it doesn't work as designed. If you kill even one, you still don't get S rank. I don't know how it works, but I get MORE total score than in vanilla and the game probably takes into account that the player should get 45 each. I killed one and I was 25 short of S rank.
3 x 45 + 20 = 155 - my score 4 x 35 = 140 - vanilla max score
Like I've stated many times in the comments, and it even says so in the sticky and on the download page, there is absolutely no way to get S rank while killing anyone - except when you set the points value for arrests to 0. Which is exactly what every No Mercy and Justified variant (without point rebalance modifier) does.
The game does not award S-ranks for 90%, 95% or even 99%. Only 100.0% will do. It doesn't matter what the score point number is in total. S-rank will only be achieved when you have every single point possible.
The points rebalance modifier only affects all the other ranks, not S-rank. It will in general lower the threshold for achieving higher ranks somewhat, as it awards you ~44% score per kill instead of the vanilla game 14%. Assuming you report everyone.
To be clear, the game awards ranks based on total achievable score per mission, which scales automatically based on number of NPCs, etc.
Not really, after the devs made the decision to remove other mission types (such as Raid, Bomb, Hostage Rescue) there really is just one ruleset for all maps.
