Download it, extract 'TFC Mod ver1.0' using either 7zip or Winrar, open 'TFC Mod ver1.0' and copy the TOC folder in it, paste the TOC folder in SteamLibrary\steamapps\common\Ready Or Not\ReadyOrNot\Content\VO and overwrite when asked
Does it not work in Single player or Multiplayer or both?
There is a current issue with MP that does not allow TOC lines to play if you are not hosting, its a Void issue unfortunately and we need to wait until they fix it.
If its in Single player as well, delete your whole TOC folder, verify files through steam then install again.
