If it's like anything else that requires the GP38 packs, you will have to press F11, then go into the Locomotive Controls tab that appears on the top left of your screen. In the drop down menu that appears should be "Engine Start" that will turn green, the engine will start, and it should be ready to run as soon as it turns grey again.
