Before installing, back up the "ne-caboose" folders inside your "asset packs" folder to somewhere safe.
1. Open Steam, navigate to Railroader, click manage and then click browse Local Files
2. Move the folder titled "Railroader_Data" from inside Zip Folder to the main Railroader folder.
3. When asked to replace or overwrite files, click yes. These modified cabooses act like passenger cars but have a limitied capacity. They're perfect for those who choose to run a "tourist" or museum operation.
