Pretty sure you have to play till you get to wellsprings for the suit and car, as for the other items they should be in your inventory from the start if I'm not mistaken.
do guys something about authority dlc packs there it would be nice i would not need use this dlc when could use if choiice a better looking equipment jeesus fells like i buyed for nothing the game and steam offers just one dlc
