If it's just the rail-gun texture that's messed up then maybe when you were editing it's damage you accidentally edited something in the texture line or did something to another line pertaining to the texture. I would open a un-modded game of that weapon and compare it to your modded version and see if that was the case or not. Sometimes when we get tired or in a hurry things like that happen. worth a shot to look and just make sure that the damage was all you edited and nothing else.
When you load the game on a 64bit OS there is an option to run the game in 64bit with mod support. Steam will show a pop-up before loading the game. x86 is normally 32bit and x64 is 64bit

Because I put it in the mods folder your mod but the weapons feel just as weak.

But it doesn't matter now I already finished game it was disappointing how short it is.
