Is the folder "channeler_cipher_subclass" in your override folder?
Did you select the "Channeler" subclass in character creation? If you've already created your character, you can use Unity Console mod (https://www.nexusmods.com/pillarsofeternity2/mods/2?tab=description) to change your subclass after character creation.
This could be great! I'm a sucker for pure casters. And passive focus regeneration opens up some interesting multiclass options, just like the Chanter's passive development makes them easy to pair.
Have you considered a blood-mage subclass? Instead of building focus by doing damage, build it by receiving damage, or by somehow damaging oneself? That might make it too obvious a synergy with monks, but it could open up interesting builds and make the scepter modal kind of fun.

I thought about a blood-mage cipher too. My idea is having two modals: one drains HP from the cipher and adds focus, while the other drains HP from nearby enemies and adds focus. Maybe I'll do it if/when I find it possible via just the gamedata files.
Draining enemies to build focus might be a bit overpowered, since there's no downside, only benefit. If it drained everyone--friends and foes--in an AOE, though, that could require some interesting tactics and strategizing. It would make a cipher/priest pretty appealing, and toggling the modal on and off as necessary would be an interesting choice.
If you are looking for balance feed back, how about this: The wizard doesn't require building resources, but has a limited number that can be cast in combat. Ditto for fighters, and other non-casters. Chanters and Ciphers can cast without limits, but they must build resources. So make them more like Wizards. Make it so they can't cast endlessly by giving them a ton of starting Focus, but no way to get more. If you want concentration to play into it, how about each point of concentration reduces casting costs by 5 focus? This WOULD make lower level spells, but considering a normal cipher can already, more or less, cast them without limit I don't consider that a big deal.
I think you should change the cost of powers to better balance this. Since you getting focus at a linear rate instead of the focus cost of powers is a lot more important. Currently spamming low cost powers works a lot better than using the high cost powers because the high cost powers aren't twice or three times better, but you have to wait for twice or three times as long, while you can constantly use low cost powers. This isn't as much of an issue for the normal cipher because you get a lot of focus when you attack, and when you cast powers you don't get focus.
I think the cost of each level should be proportional to how much better it is than your auto attack (the alternative to casting a power). Maybe something like 15+5*level instead of the current 10*level.

Edit: Is it be difficult to add this subclass to a NPC like Ydwin or Serafen? Im not above using the console to do it, if its possible.

Have you thought about adding Soul annihilation to? Maybe a less damage version of it for balance?
I think Soul Annihilation is the Soulblade's thing, so I don't want to take away from it and do my own thing instead, which is Concentration.
