Wizards are a meddlesome lot at the best of times. There's no way Arkemyr could resist enchanting his robes. So...
It might be somewhat OPAF, since the abilities are 100% chance to trigger OnDamaged.
Included in the files is one that puts the robe in your inventory (it is named as such) - if you want to discover it in the game instead (I think that requires a new game), simply delete that file.
To Install
Locate your the Pillars of Eternity II install folder. For example: C:\Program Files (x86)\Steam\steamapps\common\Pillars of Eternity II
Open the "PillarsOfEternityII_Data" folder
If you have no override folder in there, create a folder named "override"
Double click the zip file and drag the contents into the "override" folder
