Works in both setups however the animation is missing now so you get bright pink block placeholders while the spell is active in either modal or per encounter sadly. Otherwise a great mod, if it ever gets fixed which is unlikely given the age of the game now.
No, I've tried everything and it's not working for some reason with the 3.06.1254 update. Perhaps try modifying that extra file "tln_arcane_veil" instead of "arcane_veil"? Or both? If that doesn't work than I guess the data will be in some other file.

I too was using a hex editor, but I can't seem to "navigate" the files.
