Nomally reshades should work generally (VR included) as well since its just changing colors, it wouldn't impact the the VR behavior, since its only skinning the presentation by applying a color filter.
It goes with your .exe file. ReShade should automatically put one in there when you install ReShade. It's called "Reshade.ini"
I apologize for the late response, I don't log on to the nexus very often anymore. Hopefully this helps you and anyone in the future who has issues. There's also another reshade on the nexus (Fossu's) and perhaps their instructions are a bit better than mine.

It worked once, but after closing the game and opening it again, it hasn't worked since.
I've tried removing and reinstalling reshade and reinstalling Phasmophobia, but it still crashes.
Edit: I downloaded an older version of Reshade and it seems to be working now
