it goes in the ~mods folder but it weird it not working. I would try to make sure it in the right place and if it is then try to reverify Payday3 and it doesn't work then, then download another main menu music mod and if that works then it be a issue with my mod which I try to fix if it is!

I recommend using this guide music mod guide but I also explain my path here for the parts the guide gets confusing on.
The Wwise part is straight though and for getting audios you need fmodel which is in the tools sections of the site but you need a AES Key which i provide a link to where you find one. Link to AES Key.
Next to view Payday 3 pak files you need to change the archive directory to Payday 3 folder like SteamLibrary\steamapps\common\PAYDAY3 for example. After you get your song turn into wem by Wwise and have extracted the music file which can be found in fmodel by going to (if your making a main menu music mod) Mainmenu-windowsClient.pak, Payday 3, content, wwise audio, media, then find 1033817546.uasset which be by the top and right click and press export raw data and then go back to fmodel folder that was fmodel.exe and there be a export folder which the exported data at the end. Then take your wem file and rename it to the ubulk file name with the extension. The guide is pretty good at these parts but it gets confusing around the hex editor part. I was never able to understand the hex editor part but it supposed to make it where the main menu music mod won't play normally after few seconds but I never had this happen. You could also downgrade or upscale the file size to be the same of the original ubulk file size.
To repak the folder which isn't explain on the site and there no guides for it I could find, you need to first download repak.exe and then put it and your mod folder in the same file location like in E:/ or in downloads. To make a mods folder simply make a new folder and give it your mod name and like NukeRadio. And then include the folder path like in fmodel so if it a menu mod it be PAYDAY3/Content/WwiseAudio/media and in the media folder will be your new ubulk file which goes in there by it self. After that open CMD (command terminal) and go to your folder directory and once there do the command repak.exe pack yourmodfoldername then it make a pak file in the same directory as repak.exe.
Now just put your new pak file into  ~mods folder (how to make `mods folder guide) and it should work!
If it doesn't then I recommend joining the modding discord for more help discord
