You need to extract the compressed file using winrar or 7zip or even your windows. Then go to the game folder, content/paks and create a new folder called ~mods and paste the file in it.
I checked again and there are actually 14 bags on the mod and on the result screen. In the game I did yesterday I had all bags marked looted on the tab screen but in the result screen there were 2 bags missing (+no full loot bonus) so maybe a bug in counting bags ?
Don't know if this is new, but I just noticed that the mod shows an extra bag for Syntax Error even though only 8 bags are possible. (Heist results screen said that all bags were secured) image
So I added the Payout 1.3.2 and the bag tracker 2.3. my heist hangs 2 seconds in. I reverted to the 2.1 bag tracker and everything is working as it should. is something up?
It shouldn't. I am using latest version along with many of my friends and I never saw that or heard this from anyone before. Can you do a simple test with only that mod while the rest of the mods removed? This will tell you if there is a conflict that is causing the issue or is it related to this mod. Then you can bring back some of your other mods till you find the issue.
Using the fileopenlog method and only having your kill counter, rinohud, and bag tracker mod alongside the logic mod loader on mod workshop, the game crashes when loading into a heist with 100% consistency.
The issue is probably the mod loader. There is a version that crashes the game. I don't use the modloader except in the map, so take it out and see if you still crash. I would still recommend using ue4ss since fileopenlog slows the game considerably.

For bag tracker, which version did you install, I think you installed the payout version, without the payout file. V1 without the payout is one file, V2 requires two files, one for logic and one for the payout info.
Since you commented on another mod as crash as well. I think you don't use the ue4ss or fileopenlog parameter. These are the only two ways that you can use to enable modding the game.

Also if you use the hud mod, please attach a screenshot to see if the issue is from SBZ or the mod.
