Are you not the admin on your PC? That might be the reason, or if the game is installed in a folder location where you don't have write permissions? And just to make sure, you're selecting the exe under PAYDAY3\PAYDAY3\Binaries\Win64?
Bit of a late reply but its likely you are trying to add Reshade to the Xbox gamepass version of the game which cant be modified,because you dont actually own the game as far as they are concerned. You can try using Reshade centralized or Reshade for UWP as these are meant to circumvent the admin rights.
I actually forgot this game was even on Game Pass, yeah Reshade for UWP will work. You'll just have to replace the Reshade dll with the add-on version.

I was so waiting for this Little detail though, if you're in a lobby and remove the HUD, the blur layer behind the boxes where the player names are remains, probably just a minor fix I'm sure
That shader was also causing some shadows to disappear, so I opted to leave it since in-game that blur doesn't show up. I can add it to a different toggle key if you want, though.
Edit: Found a shader that affects the blur and seems to not cause any issues when disabled, I've updated the mod!
