Choose only ONE of the pak files and extract it in "SteamLibrary\steamapps\common\PAYDAY3\PAYDAY3\Content\Paks\~mods". All of them replace the Brazil flag by default, so if you choose the Brazil sticker icon, you´ll get your installed flag in game.
Remember to run the game with the "-fileopenlog" argument in the launch options.
