Is this only for the Main Menu? Or also all story videos, including the DLCs?

  This is for the main menu, including the after-heist summary videos.
  
  It doesn't currently include the DLCs or the animated cinematics.

  I've confirmed the DLCs don't have any unique menu-specific videos, cinematics for base story and dlcs are in progress and will be uploaded as a separate file.
