If we ignore perk decks that are outright bad for loud play (Burglar and Sociopath), armor builds can use Muscle, Crew Chief, Armorer, Infiltrator, Gambler, and Hitman. Burglar, while it has use for players who use suits, doesn't actually give any dodge bonuses so I'm hesitant to call it a dodge deck. That leaves dodge users with Rogue and Crook. I'd say there's a bit of a discrepancy there.
