"Root" folder in the context of modding games usually means the game's base folder. For example, in the Steam version of Pathologic Classic HD, the root folder is just called "Pathologic Classic HD", and it contains all of the game's data.
Good news: You can pull the file, change it to .png to make edits on paint where the people of note/ trash bins / water barrels and any planned routes are then convert it back to have it reflect in-game. This is akin to the character taking notes as they go.
Hey, the "Pathologic" folder on Steam is for Pathologic 2! I have no clue as to why it's named like that, it's confusing! :) But yes, the correct folder is "Pathologic Classic HD" if you have both games installed.
