For the curious ones, the rocket launcher is usable normally. It's the one from Pengullet's skill. Activating loads the pal itself as ammo. Without triggering the skill, the weapon isn't going to be anything to write home about, since it lacks its ammunition, as it were.
The damage is tied directly to what rank a Pengullet is, higher ranks dealing more damage. This weapon lacks that data, since it's being used without the pal. As such, the explosion has no damage information.
