Okay, do all the files and the folder go into the mods folder? I'm using BepinEX with the partiality side launcher and your mod looks NOTHING like some of the others so if you could tell me where to stick these files so I can grab some dependent mods I'd be heck happy.
Having the same issue, did you figure it out? I'm just starting with Outward today (didn't even start a new game yet), so I really have no clue where to place these xD
Edit: just realised it hasn't been updated for BePin yet.
When Partiality installs mods, it runs MonoMod's HookGen on Assembly-CSharp.dll by default, creating the HOOKS-Assembly-CSharp.dll. The On namespace are in the HOOKS dlls created by MonoMod's HookGen. Read more about it here.
Your issue is probably that you haven't run Partiality at least once by opening Outward.exe in Partiality Launcher. See the "Using Partiality Launcher" section in the mod description.
I see now that I forgot to set the Partiality Launcher requirement to display before you can download this project. Fixed that.

Could you also provide a parameter or method to pre-define a default button binding?
