I'd like to know how this is done too I just today downloaded the complier but I'm not sure how to use it and the Photo.exe will not run on my computer as it's a 64 bit so I feel like I'm stuck and I'd love to add my own pilot pics to use. But as already said there's nothing online in a text or video format showing how to do this at all.

How are these created?  I've been looking for the instructions all over the Internet, and can't find anything.

I used Aseprite as the main pixelart editor to load, edit and save every pilot's pcx file. It's paid app, but alternatively you can try LibreSprite which seems to be the same but for free.

      See the snapshot:
At the left panel is the color palette being used, the ones I marked inside the red rectangle are specifically used for the pilot's portrait.
The first three rows at the top are the robots' colors.

Aseprite provides very practical ways to change the color palette, even with the mouse you can drag the order of them and notice a change immediately (just make sure you're still in Indexed color mode by going to the top menu: Sprite -> Color Mode -> Indexed).

See snapshot below shows the buttons above the panel, and their little menus. Most of them will help you do almost everything you want with the color palette of said file.

Finally, you have to compile them using the files included in the tournament compiler ("tourncmp.zip" as you download it). Inside comes two exe files: PHOTOS.EXE, ENEMIES.EXE and even examples with raw files to compile pilots, enemy AI and tournaments. You will find examples of how to use PHOTOS.EXE by opening the .BAT files with notepad, then the .PHT files which tell the PCX files you're targeting to convert into PIC format (the one the game understands).

You will find the Tournament Compiler (and everything moddable for OMF) here: https://omf.niraj.ws/ (or google "x-bot omf site" if anything)
In the website, go to the leftmost side: OMF2097 -> Downloads.
      Find "Tournament Compiler".

      Hope this helps for now!

Oh, and I strongly recommend not using any Windows version of the programs. They are 99% a waste of time.
