Lol you guys you don't need a mod to do this quest, these type of fish are not only in the deep end, but they are on the shores too flapping around. At one point I was like you guys spent hours swimming around only found 4 of those fish until I realize, they are on the shores flapping around. So just start where the green arrow starts and just walk along the shores in the shallow waters. Look for bubbles too when they are underwater. For me, when I did that, I found the 12 scales that I required in no time.
Only 4 at a time appear flaping around. And then another respawn cycle would take 3 ingame days. Its easy but troublesome. With this mod you can complete it at once. Nice work.
I managed to find 6 scales before the quest bugged out completely and the fish stopped spawning no matter how much time passed. Yes, I used detect life. Yes, I went around the lake and in the lake. I eventually just had to add them in with a console command. Truly irritating.
Just follow green quest marker (first near Nikel Castle) after you find 2-3 first Rumare Slaughterfish Scale, follow your new green quest marker to the next fish's location. Your quest markers keep changing to show you the new location of each fish after you collect scales. As you progress with finding the scales, you'll make your way around the entire lake, so the fish aren't all in one general area.

Like Mage Guild, you can discover all the cities, with go fish quest, you can turn around the lake and discover lot of map markers. It's the goal of this quest finaly. It help you to discover the things around the lake

Or you know, you can choose to download this optional mod to kill just four fish and move on from the quest instead of swimming around the lake for thirty minutes.
All this mod does is change inventory drops on the fish. Doesn't touch spawns in any way. The compass for this quest lies to you as it seems to mark the general area of the fish instead of where the fish actually is. It could be pure RNG that you found them quicker the second time around.
No matter where I looked, there were no Slaughterfish to be found (Swam entire lake looking, there were other regular fish.). this mod was added mid game, so, maybe it has to start at new game not midway, it is odd since you are only increasing count number for item. Will say after deactivating this mod Slaughterfish were everywhere so could be Game Engine delay.

This is my first playthrough of Oblivion. This was the first sidequest i got. I was DETERMINED that i was going to finish it before i did anything else.
Three hours into the game, i'm still at three scales.
At least it sounds like other people hate this quest, too.
I hope they aren't one-off spawns (no pun intended), and there are still some out there to beat over the head with my baby starter club.

When I activate mod no Rumare Slaughterfish show up, deactivate mod they show up.
this mod was added mid game, so, maybe it has to start at new game not midway,
