Noticed that the textures are improperly encoded judging by the borders in the shivering isles map "tes4map". You can fix this easily by double clicking the textures in UE and setting their texture group to UI and compression to BC7, NoMipMaps will force it to be native resolution as well, since it's a UI texture this doesn't hurt:
is there a way to just install the map for shivering isles? i already have a cyrodiil map that i really like and just want something to add some color to the shivering isles map

consider contacting yakuzadeso, author of minimap, colorful local map (aka satellite map) would probably be the best option comparing to world drawn map or colorless local map for minimap.

Do you think there's at least a way to fill the gap between full zoom on the World Map and the transition to local map? I'd like to be able to zoom in on the World map more.

I’ve noticed this problem, I can’t zoom into the normal map as much as I’d like. However, I believe this can be achieved with script extenders. I’m not a great coder and have never used those extenders, but I think it’ll be done soon.
