Great improvement, but shields remain OP due to the fact any shield allows 100% damage reduction at maxed out skill and they never break which is non emersiveand unrelaisitc considering its histoircly was the the equipment that was replaced most freqently.
I assume you're talking about Altar.ini? I couldn't find any settings explicitly related to the damage reduction of blocked attacks. What's it called, exactly? I only found lines to control the fatigue cost of blocking, and the damage for bashing.

If you run the timed block mod you can also differentiate damage blocked between normal held block and timed block.
