there's an "Enable Always Active" if that's on, then the rain will always happen no matter where you go. Quest Scripts run every 5 seconds, so every 5 seconds, it checks the weather
Changing from rain to clear (and enabling active state) works but once every 10-15 seconds I see some rain particle drops appear then it stops after 2 seconds.
Thank you for this wonderful mod! Setting weather to "Paradise (clear)" and then forcing it through "Active State" to always enabled keeps weather clear and pretty even after fast traveling and loading a save. In Oblivion gate weather is appropriate for it and returns to clear weather after exiting. It is a bit unrealistic to always have clear weather but contrast of sunlight and shadows look very beautiful in this game while unfortunately cloudy/rainy weather has very dull colors, especially on grass.
a lot of variables, without proper setup with script extenders, it will most likely be overridden by story or through a randomchance for weather updates. Force Weather is native to the original games' code sadly and currently out of my capabilities. although I could force the weather to stay the same every 5s, by checking the last selected spellcast and use that to keep refreshing the weather if you wanted to, but that could cause some unnecessary cpu loading.

Keeping the weather clear actually improved my performance.
