Think I've managed to fix the crash without the side-effects of the previous version of the patch. The new version is available in Files tab.
For the new version of fix, you will need to install OBSE64. If you already patched your binary with the previous patch, you have to restore your original binary. You could do that by going to Steam: Right Click on the game -> Properties... -> Installed Files -> Verify the integrity of the files. This will restore the exe, but the ~Mods and other additional files are untouched
Rolling back NVIDIA drivers worked for me on my RTX 4070 Ti SUPER. Some research seems to suggest this to only work for the RTX 40xx series and probably earlier series. (RTX 50xx series cards require newer drivers so no idea how to help there.) Went back to version 566.36, the most stable build of recent. Do make sure to force your game to compile shaders again after rolling back or you will have even worse performance, you can do that by deleting "C:\Users\**(your user name)**\Documents\My Games\Oblivion Remastered". (Worked for me, but there are some posts to having to do more than that especially when playing through Gamepass and not Steam.) Before doing so make a backup copy of your savegames or simply cut/paste the folder elsewhere. You'll need to redo some settings afterwards, but this made my game run a lot better in general.
I went to try this, and my driver version was already 566.36 lol. My game crashes with it, I will update and see if that helps at all. Edit: Still trash and crashes.
Same card, RTX 4070 Ti Super, using driver 572.42. Fast and stable.
No idea if it's related to the driver in any way, but I never encountered these crashes. My first character is a Level 80 Marksman, by current one is a Master Marksman at Level 100. I've paralyzed many already paralyzed enemies two or even three times and my game never crashed from that. Not once...
I use neither DLSS nor frame gen nor reflex... if it is driver related, maybe something of that is the reason? Paralyzing uses a shader effect. Maybe something with the shaders? Or shader cache size? Mine is set to 10GB in the nVidia control panel. I also use Lumen Hardware Ray Tracing. Maybe an issue with software Lumen? And I use the Ultimate Engine Tweaks mod. Maybe that does something to help with the issue?
Alternative solution for those interested: Simply reduce the duration of the paralysis to one second. That way, instead of disabling it entirely, you're at least getting SOME benefit.
Add these lines to your Altar.ini: PerkMarksmanExpertParalyzeDuration=1.000000 PerkMarksmanMasterParalyzeDuration=1.000000 (default is 5)
Two seconds might be a little risky, because at one second you will usually be ready to fire another arrow right as the paralysis wears off, depending on distance. So, one second feels quite safe.
Tried to use the OBSE method of this mod. It seemed to work, but then resulted in other crashes seemingly not related to paralysis. Unsure if this is caused by interactions with other mods or not, or if this is part of the "instability" of this mod.

For reference: I am training marksman on a frost atronach, so essentially spamming arrows into him for 20 minutes at a time. This new crash happens after about 5 or so minutes and does not occur during paralysis (which the mod has fixed). I have been successfully doing this training/farming session before installing the mod, and before hitting lvl 75. Now going to just disable paralysis on the bow.
Just wanted to say, the Altar.ini method did not work for me, but the OBSE64 did work. I also tried the Altar method where you change the ragdoll physics, and that didn't work either. If you do the OBSE64, make sure you swap your Universal Achievement Unblocker mod to the OBSE64 version as well.

Before your mod I kept crashing the game in Breakneck Cave while killing bears. I use no other weapon than a bow, and am 80 marksman and thought I would have to create a new build. This stopped the game crashes!
I need to test a bit more but I think it may prevent other effect animations from being fully removed at certain times but not always. For example, an Imp hit me with frost and I stayed "frosted" until I used another spell and it went away. I waited quite a while too before concluding it wasn't going to go away on its own. And sometimes when I use a restoration spell, my character remains with a yellow glow (again removed after another spell like Protect).
There might be a couple odd physics things during paralysis (perhaps you limited rag doll effect?) but that might be just the game as it crashed too often to know if the vanilla game did this already.
A couple I wanted to share in case it helps, that I have not confirmed, but are minor things compared to having to remove the effect or restart a new build.
I think I may have come up with another solution. While looking through the VOblivionInitialSettings file I found this line RagdollDurationAfterParalysis=0.75 . I added that line to my altar.ini file and changed the number to 0. My altar.ini file now looks like this

Spell and Arrow Stagger Chance - UE4SS
If you use the Arrow Stagger Chance plugin, it gives arrows a chance to stagger. The chance for stagger is tied to your marksman skill.
