NVM it was an issue with the Skill Progression setting for Supreme Magicka. Also changing it in the LINK menu didn't seem to help. I changed it in the ini and now my issue is fixed.
It seems this mod do not work, i also attempted to modify the value myself, but unless this modification is applied befoire beginning a new game the effect seems to be ignored, and restriction still apply

I'm guessing that you've modified all spells and removed the skill level requirement manually, which will make this mod incompatible with all other mods which alter the existing spells. There is an easier way to do this without touching any of the spells. You just change the following settings:
Just increase these values to an insane amount, for example 15000+, and all spells will then be castable if you have enough magicka to do so. Anyway, I just thought I'd give you this tip so that you can increase compatibility with other mods such as Mighty Magick.
