This mod edits sound effects and attaches ambient noises to objects. But, my bet is that when it modifies regions points, those are wild edits, like moving mouse too much in CS maybe, but I'm not sure. They appears to be moved slithly. Apart from that it edits weather slightly, but that wasn't the point of this mod, so I'm not sure what to think about it.

I get this annoying consistent magical ringing sound in the background. God it's so annoying. I love the concept of this mod, but the stupid sound really irks me. Must find a way to get rid of it. D:
It does attach sounds to plants and modifies them. Try loading this mod before harvest it's what I did after I saw in the conflict detector in OBMM that plants were modified.
I think it's all script-based, but I've noticed that some things don't disappear too. If I remember correctly I think it changed after I installed patch 1.2...
@mflowler-- That's slightly more difficult than what you posted, I think it has to do with AI packages and the vampire flag. I personally find most conversations in Oblivion really stupid-sounding and unnatural, not to mention vampires conversing about weather (and seeing as they like burn up and die in daylight or whatever it's especially so)
Do you know if Atmospheric Oblivion attaches sounds to any harvested plants? Because recently some of the plants in my game no longer have their leaves/flowers removed by Realistic Flora after being harvested, and this was one of the mods I just installed.
