It a good tool! I'm using the PCB-Loading.esp and it does the job. There are other alternatives available but I can't say whether any one is superior to the other. I keep using Quarn's. He's one of the fathers of UOP, he knows a thing or two about Oblivion...
This is very useful! Using the loading esp i have had incredible performance gains with no problems after several hours of gameplay, the game also seems more stable overall. Thanks Quarn!
This is nice, but I don't use it for one reason. It causes enemies to not pursue through loading zones. It did seem to increase my fps a bit though.
Edit: I tried changing the count with console and that helped, because they will come through on the times it doesn't purge. This also seems to cause custom spells made in altars outside the arcane university to have a chance of disappearing. (Ones added by users.) Didn't seem to affect altars added to vanilla buildings though. Like the ones added to the mages guilds by Helborne and JDFan's mod. I had no trouble with those altars. These are pretty minor problems, and looking back I probably should have rated this a 9. My reasoning being that these things probably wouldn't be an issue for most people.

Definitely helped with the number of memory crashes I was getting.
