jbfarley and cyokko, it's on the backside of the merchants inn. Theres a trap door on the ground right in front of the water well. You should she a dark brotherhood member standing outside guarding it....if you see him then you're very close, look down and around.
I took a look in the constructor set to find the dark brotherhood HQ and it's in the Market District. Coming from the imperial palace entrance, you would take a right and then a left.
Following that path will first take you along side of that water that's always bordering the imperial palace and the various other districts. When you make the left, you want to be turning into an area where the buildings form a U shape and there's like a little garden area.
The area the trap door is located is called ICMarketDistrict03 and the door is at coordinates: 8,16
