WHAT'S GOING ON!? ⭐⭐⭐⭐⭐⭐This mod fixes Oblivion's broken dodging!⭐⭐⭐⭐⭐⭐

For some unknown reason, targeting anything disables dodging. This is why Oblivion's dodging was seemingly so buggy / laggy / unresponsive.
What do I mean by 'Targeting'? When your crosshair is pointed at something you can interact with (including enemies), and you are close enough, the name of the interactable thing is displayed on your screen. We'll call this 'Targeting.'
Targeting in Oblivion is controlled by the Game Setting 'iActivatePickLength.' The default value of this setting is 150. This setting controls the distance you need to be from something to 'Activate' it, like opening doors and chests, picking up items, and yielding to enemies. If this was set to 0, dodging would NEVER be disabled, and would technically be fixed 100%. But unfortunately, you wouldn't be able to activate anything.
This mod reduces the value of 'iActivatePickLength' to 0 ONLY when you are blocking AND moving. So you can dodge freely no matter what you're targeting or how close to any enemy or object you are!!! It reverts back to 150 if you aren't blocking or if you're blocking and standing still!!!
