    Of course Zorkaz is making Oblivion mods as I start playing it for the first time.

    The voice files are not packed correctly. For this to work as expected, they should be packed like so:

    Sound\Voice\ButlerCompanionNorbert.esp\Imperial\M\(voiceline)
