    The town is in the Nibenay Valley area, just South of the Imperial Bridge Inn. You can use "fast travel" to get there immediately like with the main towns. The modification makes changes to a large area and also a nearby fort interior, so will conflict with any other modifications which pointlessly change the landscape in this area. 

    Some hints if you are wanting to build up the town quickly with limited funds... 

    The general store is the cheapest to build and easiest to sell, while the blacksmith will require a richer more esteemed town. Since there are two other taverns serving travellers in the area another tavern will require a decent local population to support it. The general store sells food to visitors and the tavern sells even more, which may then cause the farm to require a new worker in order to feed the visitors as well.

    Guards are only required as the town grows larger and richer. If you don't have enough guards or you have too much stored food then bandits will attack. The night guard is the best option for your first guard since most attacks will be at night, a more visible town guard will make people feel safer and increase the esteem of the town more, and since the forester will bring in extra food which increases farm production then having an extra mouth to feed but no extra food coming in may cause the farm to hire a new worker.

    Shop owners will always seize a good business opportunity and guards are always looking for work, but other potential settlers may only buy property while you are also in town. The town will be robbed by bandits more easily while you are away as well, since they can just slip past any guards that may have intercepted them had you been there to witness it.

    Shop owners will live in their shops and guards live in the guard house but farm workers will require their own house. Most will be poor and will only be able to afford a shack, thus if you decide to build an upper class town with no poor people living in it then you may not be able to find enough farm workers and will have to keep buying extra food.

    This is an excellent idea for a Mod, and in all honesty, I think it's something that Oblivion needs to keep it fresh and interesting and to give the players something to do when they're not off adventuring and slaying monsters. Running a town that you're in control of is an excellent way to let the players unwind and actually spend their gold. So because of that, I'm going to endorse it!

    But there are several issues that keep me from keeping it in my personal modlist... at least for now. The first is that it conflicts with Imp Real Forts and Unique Landscapes. With both of those, there are floating rocks and trees, a few land tears, and rocks and boulders that get in the way of doors and such. So because of that, navigating around the town with those is a real pain in the butt. 

    Actually, that's it, at least for me. Otherwise, it's pretty solid so far.

    TESEdit indicates worldspace conflicts with Imp Real Forts Mod and also with Settlements of Cyrodiil Three Villages Mod. I checked this after a land tear I noticed to the east of the town hall. Changing load order doesn't fix this.
