Are you using DirectX11? If so, it may mess up oblivion in this way. Type up dxdiag in the command window (Win+R). A directX control panel should appear, if it doesn't, install it, it's microsoft freeware. Chose direct X9.1, then choose your oblivion exe in the scope(edit list). This will use DirectX9 for oblivion only.
Alternatively, if you use steam, type up -dxlevel 90 within launch options, does the same thing. DirectX 10 is fine too, it' a specific DirectX 11.
I download this mod with the recommended mods that you have listed as well but I don't know what to do with the reshade program. I downloaded it and didn't add any options in it. Just skipped that part. What do I do with reshade?
You need to check two boxes during install - Standart effects and color effects by prod80. The standart effects are added by default, but prod box needs to be checked. Then they'll download to your oblivion reshade folder. Copy the ini in the game folder, not the data files. Open the game, press "home". Select settings, and change reshade ini to Darker Oblivion by clicking on an arrow in the top. The filers shall apply.
Then you can check the "performance mode" box at the bottom for them to fix themselves in place for better performance.
Its not showing any reshade ini options. Its just keyboard stuff, Shader and texture paths in General tab. Nothing related to reshade ini. I installed Darker Oblivion through wrye bash by copying the zip file in wrye bash folder.
Reinstall Reshade into oblivion and click the needed boxes. They provide the needed shaders for the mod to work. The .ini file needs to be unzipped, just in the main game folder, not data files. Launch the game. Press "home', skip the reshade tutorial. On the tab "home" there should be a reshade.ini on top of the plugin list. Click on the arrow next to it to switch to darker oblivion.
I did that and selected darker oblivion from the drop down list. It works but screen is a bit pixelated even though my res is 1920 x 1080. is this fine? The mod looks great though :D
Yeah. It's a bit pixelated to decrease brigtness while keeping the relative night/day cycle clear. It also leans more into Morrowind vibes, with pixelated lighting and menus. Adds them texture. I can make a version without it, but I can't guarantee it won't mess up day/night vision balance.
I've written on it higher. The pixelate shader should appear as a nearly-transparent grid rather than image rescaling. If it doesn't, it's an issue with oblivion and directX 11. Fixed by typing -dxlevel 90 within steam launch options, or by choosing for oblivion.exe to use DirectX 9/10 with the directx control panel (Win+R, dxdiag).

I actually really like the look of this making Oblivion much bleaker game which it is with the content it has. Too bad the NPCs are just so goofy with their conversations.
I suppose. But is that a bad thing? Elder scrolls before oblivion had that bleaker vibe, which oblivion completely ditched in favor of mass appeal. Which I understand, but this mod brings those darker elder scrolls days with a newer gameplay.
Reshade installer. It's open source - you can download it from https://reshade.me/ if you want to be sure. The mod requires reshade, but itself is an .ini file to be pasted into oblivion main folder. I've removed the installer from the archive, so it should be downloadable now.
