Adds a new town in the Nibenay Valley area

This is a "work in progress" modification where the player gradually builds up the town however they want, manage the town finances and attract new town members - workers, shopkeepers, guards, etc. However before that's done I thought people might like to have the entire completed town as an extra settlement to fill in this empty area. Especially since the original modification will require significant investments of time and money, this one puts it all in the world instantly, and the player doesn't have to have anything to do with it - it's just another town to visit if you are passing through the area, with beds and shops available to use.

The town is located just South of the Imperial Bridge Inn, and can be accessed by "fast travel" immediately. It's almost as large as the main towns but doesn't have walls or a castle, and it's quite densely packed together. You don't have to pay to stay at the inn, and you can use any of the beds in town, and no doors will be locked. The top floor of the town hall was originally designed as the player home, and both containers there can be used as secure storage. None of the buildings have basements.

There is a town hall, a farm, a basic stable, a tavern, a general store, a blacksmith shop and a chapel.
Housing consists of four shacks, three houses and two mansions. One shack, one house and both mansions are unoccupied.

The town members consist of an administrator, a farmer, two farm workers, an innkeeper, a general store owner, a blacksmith, a priest and two town guards. They just have basic schedules to eat, sleep, work and wander around the town, and will respawn if killed. (Most are generic characters with family names, if they die a close family member is supposed to replace them.) Shops are usually open from 7AM to 7PM.
