Textures look great, but the pathing for them on the mesh is wrong.
To anyone interested, try renaming the BladeOfWoe folder under Textures - Weapons to Ebony; and the BladeOfWoe.dds to Woedagger1.dds. You might need to apply the name change to the _g and _n files as well to look like Woedagger1_g.dds.
Or, what I did, open the mesh (BladeOfWoe.nif) with NifScope and change lines 0 NiNode - 9 NiTriStrips - 12 NiTexturingPropery - 13 NiSourceTexture AND 0 NiNode - 15 NiNode - 17NiTriStrips - 12 NiTexturingPropery - 13 NiSourceTexture to Textures\Weapons\Ebony\BladeOfWoe.dds.
The textures aren't working. In the inventory the blade of woe is completely black, and it game it's purple. I moved the meshes folder, textures folder, and esp to the oblivion data folder as directed and enabled the esp. I also tried 2 other ways of installing the mod, both with wrye bash and with mo2. Wrye bash says that this mod can be merged into a bashed patch, so I also tried that, too. I've tried it both with and without merging it into a bashed patch. The textures never show and in some cases the nif is also completely black. This is such a bummer cause I really like the retexture.
