Horses will now change to wait if you enter an area where they cannot follow. This fixes a bug that could allow horses to teleport to you if you fast travelled from within a city to another location within the same city.

This mod implements simple, vanilla-friendly saddlebags and horse follow/wait commands. It is essentially a ground up reimplementation and update of Simple Saddlebags and Command Mounts and Horses with tweaked saddlebag assets from Horse Utilities. It covers all vanilla horses with simpler implementation and no setup spells or quests. I mainly made this because I wanted a comprehensive horse saddlebag mod that supported armoured horses and that was as un-intrusive as possible.
Saddlebags
All vanilla horses and horses from the official Horse Armor DLC now have saddlebag models added to them. To access a horse’s saddlebags, activate the horse whilst sneaking.
Saddlebags have a limited capacity depending on your horse's Strength attribute. To access saddlebags, you must own the horse and it must be your last ridden horse. These checks prevent you from accessing the saddlebag inventory of a horse you’ve stolen or otherwise don't own.
The saddlebag inventory is shared between horses, so you don't need to retrieve your items if your horse dies; all items will appear in your new horse's saddlebags.
Horse Whistle
If you have ridden a horse, you will be granted a Horse Whistle power. Using the power when your horse is nearby will swap it between wait and follow modes. If your horse is further away, it will teleport to you and start following you. All changes in follow/wait state are complete with sound effects.

The follow distance for horses has been increased so it’s no longer following you closer than an awkward friend at a party.
The distance at which a horse will swap to follow mode rather than teleport to you has been increased slightly.
Horses will teleport directly to your location, rather than teleporting nearby and running to you. The way this was handled in the original Command Mounts and Horses mod meant that your horse often took fall damage and could even be killed if you used the Horse Whistle power whilst in the mountains.
Bash tags added for easy patching with Wrye Bash.
The horse textures in the screenshots are from Trolls Various Animal and Monster Retextures. They're an improvement over the vanilla, especially the vanilla purple black horse texture.
Installation
Standard installation procedure: add the file to your data folder and check in the game launcher or your mod manager of choice.
Uninstallation
Just uncheck the mod. Uninstalling this mod will have no permanent effects on your save game, but just make sure to remove all items from the saddlebags first.
Compatibility
This mod will conflict with any mods which alter vanilla horses, but this can easily be resolved by a bashed patch. Bash tags and all the relevant fixes from the unofficial patches are already included.
