    The gate has a script with this part:
    ?begin onactivate player

    ??closeobliviongate

    ?end
    So, instead of entering the gate when activating, you the gate is closed. I just removed the script for testing. Results:
    It seems to not work inside imperial cities. My guess is it didn't work in interiors either.
    It does work in the wilderness (at least outside of Vilverin. When you get the sigil stone, you return to outside the gate and the gate itself closes, at it sould be.
    I know I arrived quite lite to the party, but I hope you read this one day.

      So from what you're saying, you should actually ENTER the gate if you remove that, right?
