I wanted something that wasn't too cheaty, but kept me from having to constantly spam healing spells.
With vanilla Oblivion's leveling system, spamming spells causes weird leveling. So I give to you:
A simple mod that *slowly* regenerates health 30 seconds after combat is done.

Don't expect this to help much if you go swimmies in Oblivion. Or stand in a dart trap.
If it doesn't kick in, the game considers you still in combat, so look around for enemies.
