I never liked how fast the average character in Oblivion moves, it made combat and general exploration feel jank and would cause you to fly off of staircases and steep hills. It got to the point I would purposely damage my own speed stat, which I never leveled.
I can't say for sure if this mod will solve the latter problem, but it's certainly improved the experience of the former.
All I've done is reduced the FMoveCharWalkMax setting from 130 to 100. Effectively this reduces the top speed of all humanoid characters (including the player) with a given Speed attribute level by roughly 22%, if my understanding of math is correct.
In real-world performance terms, this adjustment took my character with 50 Speed wearing full Ebony armor from feeling just a bit too fast to a leisurely pace whilst running. This feels good to me and should leave room in the event you want to purposefully make a character that runs like the wind bullseye.
